Part two of the Technology for Learning series
Handing every student a laptop is a distribution event, not a completed technology program. The real program begins when hundreds of devices must connect reliably, remain charged, receive updates, protect student information, survive drops, support varied learners, and function within daily instruction. Schools should calculate the full operating model before announcing the purchase.
Define why every student needs a device
The educational case should name the learning experiences and access improvements the program will support. Research, writing, collaboration, feedback, multimedia creation, accessibility, course continuity, and responsible digital practice may all contribute. A vague promise to prepare students for the future is not enough. Teachers and families need to understand what will change and what will remain deliberately nondigital.
Calculate total cost of ownership
The purchase price is only the beginning. Budget for cases, management software, filtering, identity systems, applications, warranties, accidental damage, spare devices, repairs, batteries, charging, network capacity, staff support, teacher training, accessibility tools, and scheduled replacement. A low initial price can become expensive if devices fail early, are difficult to manage, or require frequent instructional downtime.
Build dependable operations
Decide how devices will be assigned, inventoried, updated, repaired, replaced, collected, and wiped. Establish help procedures for classrooms and families. Maintain a reasonable spare pool and response expectations. Clarify what happens when a student forgets, damages, loses, or cannot use a device. Operational uncertainty becomes lost instructional time, and lost instructional time quickly becomes teacher resistance.
Protect students and their information
Device management should enforce appropriate access, security updates, account protection, application approval, and reasonable monitoring. Schools must understand what vendors collect, where information is stored, who can access it, and how records are deleted. Monitoring should protect students without creating unnecessary surveillance or exposing sensitive information to more employees than necessary.
Create classroom norms with teachers
Policies should address attention, communication, charging, sound, cameras, messaging, assessment security, prohibited content, responsible care, and when screens should be closed. Teachers need consistent schoolwide support while retaining authority to choose the right tool for the lesson. Consequences should distinguish accidental damage, carelessness, repeated misuse, dishonesty, and serious safety concerns.
Plan for equity and accessibility
Students may differ in home connectivity, family technical capacity, motor or visual access, reading needs, attention, and language. The program should provide accessible configurations, alternatives when necessary, offline options, family guidance, and a response for interrupted home internet. Equal distribution is not the same as equitable access to learning.
Evaluate before replacing
Before the next device cycle, examine utilization, learning evidence, repair rates, downtime, teacher confidence, student behavior, accessibility, cybersecurity, family experience, and actual costs. Renewal should not be automatic merely because the devices are old. The school should know which parts of the program created value and which need redesign.

Put the insight to work.
- Write the instructional purpose and success measures before selecting a device.
- Model the full four- or five-year cost, including support and replacement.
- Document lifecycle, repair, security, accessibility, and classroom procedures.
- Review learning and operational evidence before the next purchasing cycle.
